Zambia, officially the Republic of Zambia, is a landlocked country in Southern Africa. The neighbouring countries are the Democratic Republic of the Congo to the north, Tanzania to the north-east, Malawi to the east, Mozambique, Zimbabwe, Botswana and Namibia to the south, and Angola to the west. Friendly relations and cooperation between the People's Republic of China and the Republic of Zambia continued to deepen in 2010.


The two countries maintained frequent exchange of high-level visits and enhanced political mutual trust. From 25 to 27 July, State Councilor Dai Bingguo paid an official visit to Zambia. During the visit, he met with President Rupiah Banda, former President Kenneth David Kaunda and held talks with Vice President and Minister of Justice George Kunda. State Councilor Dai also delivered a speech on China-Africa relations and China's policy toward Africa.


The two sides signed the Agreement on Economic and Technical Cooperation Between the Government of the People's Republic of China and the Government of the Republic of Zambia, the Agreement Between the Government of the People's Republic of China and the Government of the Republic of Zambia for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income, and the Agreement Between Confucius Institute Headquarters of China and the Council of the University of Zambia on the Establishment of Confucius Institute at the University of Zambia.


From 24 February to 4 March, President Rupiah Banda paid a state visit to China. When having talks with President Banda, President Hu Jintao expressed readiness to work with Zambia to consolidate and grow political relations of sincerity and mutual trust, expand and deepen mutually beneficial business cooperation, enrich and promote various forms of people-to-people and cultural exchanges, and strengthen coordination and cooperation in the international arena and on multilateral affairs with a view to taking China-Zambia friendly relations and cooperation to a new high. President Banda stated that Zambia appreciates China's generous assistance.


He affirmed Zambia's willingness to work with China to further deepen and expand bilateral friendly relations and cooperation, strengthen exchanges and cooperation in infrastructure development, agriculture, transport, mining, education and culture, as well as coordination and cooperation on international and global issues, and to give mutual support on issues related to each other's core interests and major concerns. NPC Chairman Wu Bangguo and Premier Wen Jiabao met with President Banda separately during his visit.


The two sides signed the Agreement on Economic and Technical Cooperation Between the Government of the People's Republic of China and the Government of the Republic of Zambia, the Memorandum of Understanding Between the Ministry of Land and Resources of the People's Republic of China and the Ministry of Mines and Minerals Development of the Republic of Zambia on Cooperation in the Field of Geology and Mining, the Implementation Program for the Years 2010 to 2012 under the Agreement of Cultural Cooperation Between the Government of the People's Republic of China and the Government of the Republic of Zambia, the Memorandum of Understanding Relating to Lusaka Sub-zone of Zambia-China Economic and Trade Cooperation Zone. Apart from Beijing , President Banda also visited Guilin, Guangzhou and Shenzhen.


From 20 to 27 October, Vice President and Minister of Justice George Kunda came to China for the National Pavilion Day of Zambia at the World Expo 2010 Shanghai and visited Beijing and Shenzhen. During his stay in Beijing , he met with Vice President Xi Jinping and State Councilor Dai Bingguo respectively.


Business cooperation continued to expand and deepen. Zambia-related projects launched to implement the eight new measures that China announced at the Fourth Ministerial Meeting of the Forum on China-Africa Cooperation got off to a start. China and Zambia signed the letter of exchange on China's exemption of tax on 60% of commodities imported from Zambia. China started the project to help refurbish the government conference center of Zambia. Two-way trade and China's investment in Zambia further increased. The Munali Nickel Project and the Chambishi West Orebody Copper Project, which were invested and run by Chinese companies, resumed production and started operation. In May, Governor of China Development Bank Jiang Chaoliang led a delegation to Zambia and the two sides signed memorandums of understanding on cooperation in mineral resources development and in the agricultural sector and on establishing a representative office of China-Africa Development Fund in Zambia.


In August, Minister of Agriculture and Cooperatives Peter Daka came to China for China-Africa Agricultural Cooperation Forum.


Friendly exchanges between the two countries in military, culture, education and other fields and at various levels were very dynamic. In the course of the year, there were a number of mutual visits. From the Zambian side, these included a delegation of officials of Zambia's ruling party, the Movement for Multi-Party Democracy, a military delegation led by Defense Minister Kalombo Mwansa, delegations of the Zambian Parliament, local governments and the emirate council of Zambia. From the Chinese side, there were a business delegation led by Vice Governor Feng Jianshen of Gansu Province, a CPC friendship delegation led by Deputy Secretary Mei Kebao of CPC Hunan Provincial Committee and a delegation from the Association for International Understanding of China. In addition, the Confucius Institute in Zambia was officially opened.
