Angola, officially the Republic of Angola (Portuguese: República de Angola, pronounced: Kikongo, Kimbundu, Umbundu: Repubilika ya Ngola), is a country in Southern Africa bordered by Namibia on the south, the Democratic Republic of the Congo on the north, and Zambia on the east; its west coast is on the Atlantic Ocean with Luanda as its capital city. The People's Republic of China and the Republic of Angola established strategic partnership in 2010, a step further in their friendly relations and cooperation.


High-level exchanges were frequent and political mutual trust was deepened. In November, Vice President Xi Jinping paid an official visit to Angola, during which he met President Jose Eduardo dos Santos and held talks with Vice President Fernando Dias Dos Santos. The two sides spoke positively of their bilateral relations, expressed satisfaction over the achievements in bilateral cooperation in all areas, particularly in economic cooperation and trade, and indicated willingness to further elevate their friendly relations and cooperation.


The two sides issued the Joint Statement Between the People's Republic of China and the Republic of Angola to Establish the Strategic Partnership, signed the Agreement on Economic and Technical Cooperation Between the Government of the People's Republic of China and the Government of the Republic of Angola and the Memorandum of Understanding Between the Ministry of Land and Resources of the People's Republic of China and the Ministry of Geology, Mines and Industry of the Republic of Angola on Cooperation in the Field of Geology and Mining. In May, General Chen Bingde, member of the Central Military Commission and Chief of General Staff of the PLA, visited Angola.


In April, President Jose Eduardo dos Santos sent a message of sympathy to President Hu Jintao in the wake of the earthquake in Yushu, Qinghai Province. In September, Vice President Fernando Dias Dos Santos visited China for the National Pavilion Day event of Angola at the Shanghai World Expo and met with Vice President Xi Jinping. In May, Manuel Vicente, member of the Politburo of the Popular Movement for the Liberation of Angola and President and CEO of Sonangol, visited China and met with Vice Premier Li Keqiang.


Other important bilateral exchanges in 2010 included the following: Minister of Commerce Chen Deming met with Minister of Economics of Angola Abraao Gourgel during the Third Ministerial Conference of the Forum for Economic and Trade Cooperation Between China and the Portuguese-speaking Countries held in Macao. Deputy Administrator of the National Energy Administration Liu Qi, Member of the MFA Foreign Policy Advisory Group Ji Peiding, Vice Minister of Commerce Chen Jian, Vice Minister of the CPC International Department Ai Ping, Governor of the Export-Import Bank of China Li Ruogu and Governor of China Development Bank Chen Yuan paid visits to Angola.


From the Angolan side, Minister of Environment Maria Jardim, Minister of National Defense Candido Van-Dunem, Minister of Agriculture, Rural Development and Fishery Afonso Canga, Attorney General Joao de Sausa and Chairwoman of the Foreign Affairs Committee of the National Assembly Maria Braganca visited China. Minister of Urbanization and Construction Jose Ferreira, Minister of Culture Rosa da Cruz e Silva and Minister of Family and Women Promotion Genoveva Lino visited China for the Shanghai World Expo-related activities.


Bilateral business cooperation went ahead smoothly. The Angola-related projects initiated at the FOCAC Beijing Summit and the Fourth Ministerial Conference were being implemented steadily. Bilateral trade volume grew rapidly and Angola remained China's largest trading partner in Africa.


Cultural exchanges became more dynamic. A delegation of the Chinese Wushu Association had a successful tour performance in Angola. Many excellent China-made films were well-received at the Luanda International Film Festival.
