Ecuador-China Relations

The year 2010 marked the 30th anniversary of diplomatic relations between the People's Republic of China and the Republic of Ecuador and their friendly and cooperative relations continued to deepen.


The two sides maintained the momentum of high-level exchanges. On 2 January, President Hu Jintao and President Rafael Correa Delgado exchanged messages of congratulations on the 30th anniversary of China-Ecuador relations. From 26 to 28 December, Member of the Political Bureau of the CPC Central Committee and State Councilor Liu Yandong visited Ecuador. She met with President Correa and National Secretary of Higher Education, Science, Technology and Innovation Manuel Eduardo Baldeón. The two sides signed the Treaty on Economic and Technological Cooperation Between the Government of the People's Republic of China and the Government of the Republic of Ecuador and the Executive Plan of Cooperation in Science and Technology Between the Government of the People's Republic of China and the Government of the Republic of Ecuador.


From 10 to 16 August, Minister of Foreign Affairs, Trade and Integration Ricardo Armando Patiño Aroca visited China and attended Ecuador's National Pavilion Day event of the Shanghai World Expo. He co-chaired with Foreign Minister Yang Jiechi the fifth round of political consultation between the two foreign ministries and had meetings with Vice President Xi Jinping, Minister of the International Department of the CPC Central Committee Wang Jiarui, Vice Minister of Commerce Wang Chao and Vice President of the Chinese People's Association of Friendship with Foreign Countries Li Xiaolin.


Military-to-military relations were strengthened. From 11 to 14 November, General Chen Bingde, Chief of the PLA General Staff, visited Ecuador. He met with President Correa and held talks with Head of the Joint Command of the Armed Forces General Luis González Villarreal. From 24 to 30 November, Chief of Staff of the Army Major General Marco Vera visited China.


Progress was made in business ties between the two countries. In June, the Export-Import Bank of China signed an export buyer's credit agreement with the government of Ecuador for the Coca Codo Sinclair hydro plant to be built by Sinohydro Corporation. In August, China Development Bank and China National Petroleum Corporation (CNPC) signed with the Ministry of Economy and Finance and PetroEcuador a cooperation document on oil trade finance. In November, Vice Minister of Commerce Zhong Shan visited Ecuador and co-chaired with Minister of Foreign Affairs, Trade and Integration Ricardo Armando Patiño Aroca the 11th session of the joint commission on economic cooperation and trade between the two governments. Bilateral cooperation on energy, telecommunications, and project contracting moved forward steadily. Ecuador has become one of China's biggest investment destinations in Latin America.
