Relations between the People's Republic of China and the Republic of Latvia maintained sound momentum of growth in 2010, as fruitful cooperation unfolded across the board.
The two countries maintained high-level exchanges. In October, President Valdis Zatlers attended Latvia's National Pavilion Day at the Shanghai World Expo and visited Beijing and Liaoning , during which he met with Vice President Xi Jinping and Vice Premier Hui Liangyu. The two sides signed several cooperation documents, including the Agreement on Mutual Recognition of Higher Education Qualifications and Degrees Between the Ministry of Education of the People's Republic of China and the Ministry of Education and Science of the Republic of Latvia, and held China-Latvia business forums in both Liaoning and Shanghai . In March, State Secretary of the Ministry of Foreign Affairs Andris Teikmanis came to China for the political consultation between the two foreign ministries with Vice Foreign Minister Fu Ying.
Parliaments and political parties of the two countries maintained exchanges. In May, Valdis Dombrovskis, leader of the ruling coalition and Prime Minister, attended the China-Europe High-Level Political Party Forum in Beijing and met with Vice Premier Hui Liangyu. In April, Andris Berzins, Chairman of the Foreign Affairs Committee of the Latvian Parliament, visited China. He had talks with Jiang Shusheng, NPC Vice Chairman, and meetings with Ma Wenpu, Vice Chairman of the Foreign Affairs Committee of the NPC, and Fu Ying, Vice Foreign Minister.
Cooperation in economy, trade, health, culture and sports and that between localities made smooth progress. In January, Cui Jie, Mayor of Changchun, visited Latvia. Agreements on cooperation and exchanges were signed between Riga and Shenyang and between Jelgava and Huludao. In March, Minister of Health Baiba Rozentale visited China and met with his Chinese counterpart Chen Zhu. In June, Bian Zhentian, Deputy Commissioner of the State Food and Drug Administration, visited Latvia and signed with the Latvian side an MOU on drug supervision. Also in June, Zhao Shi, Deputy Director of the State Administration of Radio, Film, and Television, visited Latvia when the Russian channel of China Central Television was launched in Latvia.
In July, Minister of Economics Kampars Artis visited China and met with Minister of Commerce Chen Demin. Huawei won the bid to upgrade Latvia's mobile communication network with a contract volume of US$9 million. In August, a joint press delegation of the three Baltic countries visited China. Duan Shijie, Vice Minister of the State General Administration of Sports and Vice Chairman of the Chinese Olympic Committee, visited Latvia. In September, Liu Binjie, Director of the General Administration of Press and Publication, visited Latvia when the Chinese-Latvian Dictionary was published. In October, Minister of Education Tatjana Koke and Minister of Culture Ints Dalderis, who were accompanying President Valdis Zatlers on his visit to China, signed with their Chinese counterparts the Agreement on Mutual Recognition of Higher Education Qualifications and Degrees and the Cooperation Agreement in the Field of Culture for 2011-2015.
