Mali, officially the Republic of Mali (French: République du Mali, French pronunciation), is a landlocked country in West Africa. Mali is bordered by Algeria to the north, Niger to the east, Burkina Faso and Côte d'Ivoire to the south, Guinea to the south-west, and Senegal and Mauritania to the west. The year 2010 marked the 50th anniversary of diplomatic relations between the People's Republic of China and the Republic of Mali. The traditional friendship between the two countries continued to deepen and practical cooperation in various fields was fruitful.
The two countries had close and friendly exchanges at all levels. On 25 October, President Hu Jintao and President Amadou Toumani Toure exchanged messages of congratulation on the 50th anniversary of China-Mali diplomatic relations. In September, Minister of Transport Li Shenglin attended the ceremony marking the 50th anniversary of Mali's independence as special envoy of President Hu Jintao.
From 29 April to 2 May, President Amadou Toumani Toure came to China for the opening ceremony of the World Expo 2010 Shanghai. President Hu Jintao met with him and stated that China and Mali have treated each other with all sincerity and provided each other with selfless help, making China-Mali friendship a fine example of South-South cooperation. President Hu expressed China's willingness to take the 50th anniversary of diplomatic ties as a new beginning and further promote the in-depth development of the bilateral relations. President Toure thanked China for providing firm and long-term support and help to Mali's economic and social development and expressed Mali's readiness to maintain high-level exchanges and strengthen cooperation with China in economy, technology, education, health, culture and other fields.
From 26 September to 1 October, President of the National Assembly of Mali Dioncounda Traore visited China and attended the China National Pavilion Day of the World Expo 2010 Shanghai . In May, Minister of Industry, Investment and Commerce Ahmadou Abdoulaye Diallo came to China for the Mali National Pavilion Day of the World Expo 2010 Shanghai.
In the course of the year, there were a number of visits to China by Malian officials, including Minister of Equipment and Transportation Ahmed Diane Semega, Minister of Internal Security and Civil Protection General Sadio Gassama, Minister of Defense and Veterans Natie Plea and former president Alpha Oumar Konare.
Business cooperation between the two countries continued to enjoy steady development. In June, Minister for Foreign Affairs and International Cooperation Moctar Ouane came to China for the first meeting of the China-Mali Economic, Trade and Technological Joint Committee. The two sides signed an agreement on economic and technical cooperation and exchanged signed letters regarding China's provision of medical equipment and anti-malaria supplies and drugs to Mali. The two sides also signed a protocol on forgiving outstanding government interest-free loans owed by Mali to China that had matured by the end of 2009. Within the year, the Bamako third bridge, which was built with Chinese assistance, achieved one-way opening.
Ten women and children recreational centers were completed and handed over to the Malian side. The Bamako-Segou Highway renovation project undertaken by a Chinese company was officially launched.
Friendly exchanges and cooperation in other fields continued to grow. In January, Minister of the International Department of the CPC Central Committee Wang Jiarui visited Mali and held talks with the leaders of the Mali African Party for Solidarity and Justice and the Union for the Republic and Democracy. In June, Ibrahima N'Diaye, Vice Chairman of the Mali African Party for Solidarity and Justice, led a delegation to visit China. In April, Minister of Internal Security and Civil Protection General Sadio Gassama led a delegation of regional governors of Mali to China to promote exchanges and cooperation at the sub-national level.
In August, Minister of Agriculture Agathane Agalassane came to China for China-Africa Agricultural Cooperation Forum jointly sponsored by the International Department of the CPC Central Committee and the Ministry of Agriculture. In October, the Chinese Embassy in Mali and the Ministry of Foreign Affairs and International Cooperation of Mali co-hosted the activities to mark the 10th anniversary of the Forum on China-Africa Cooperation. In the same month, the Art Troupe of Anhui Province went to Mali to give performances.
