In 2010, the friendly and cooperative relations between the People's Republic of China and the Great Socialist People's Libyan Arab Jamahiriya made further progress with their cooperation expanding in various fields.


The two countries maintained high-level contacts. In May, President Hu Jintao sent a message of condolence to the Libyan leader Muammar Al-Qadhafi over the crash of Libyan passenger plane. In January, NPC Chairman Wu Bangguo sent a message of congratulation to Mohamed Al-Zwai on his appointment as the new Secretary (Speaker) of the General People's Congress. In May, Libyan leader Al-Qadhafi and Secretary of GPC for Foreign Liaison and International Cooperation (Foreign Minister) Musa Mohamed Kusa sent messages of condolence to President Hu Jintao and Foreign Minister Yang Jiechi respectively over the Yushu earthquake in Qinghai . In the same month, Secretary of General People's Committee (Prime Minister) Al-Bagdadi Ali Al-Mahamudi sent a letter on developing bilateral relations to Premier Wen Jiabao.


The two countries had frequent exchanges in a variety of fields. In March, Representative of the Foreign Minister and Special Envoy on the Middle East Wu Sike attended the 22nd Arab League Summit in Libya. In May, Foreign Minister Kusa came to China for the fourth Ministerial Meeting of the China-Arab Cooperation Forum as the Chair of the Arab side and met Premier Wen Jiabao. In the same month, Member of the Standing Committee and Head of the United Front Work Department of the Hubei CPC Provincial Committee Su Xiaoyun led a business delegation of Hubei to Libya.


In August, Major General Jia Xiaoning, Deputy Director General of the Foreign Affairs Office of the Ministry of National Defence, headed a foreign affairs delegation to Libya. At the end of September, Saif Al-islam Al-Qadhafi, Chairman of the Qadhafi International Charity and Development Foundation, came to China for the National Day events of the Libya Pavilion and China Pavilion at the Shanghai World Expo and met NPC Chairman Wu Bangguo and Foreign Minister Yang Jiechi.


Business ties progressed smoothly. Mutually beneficial cooperation in infrastructure development, energy and other fields continued to strengthen and trade volume increased markedly. In August, Commerce Minister Chen Deming and Secretary of GPC for Planning and Finance (Finance Minister) Abdul Hafidh Mahmoud Zelitni co-chaired the seventh session of the China-Libya Joint Commission on Trade and Economy in Beijing . The two sides signed the minutes of the seventh meeting of the joint commission, an agreement on the promotion and protection of investment between the two governments, the MOU on tourism cooperation, and the outline on cultural and press cooperation for 2010-2012.
